In 1990, Gomon grasped the opportunity to develop proactively and passed the state’s “constructive governance and rectification” once again. Aiming at the management requirements of the new era, Gomon put forward the new guideline of “a high standard for each item of work, a fine quota for each process, a precise measurement for each kind of consumption and a strict assessment for each link” on the basis of the four management policies. From the “four management policies” to the “high, fine, precise and strict” strategy, Gomon gradually formed the embryonic form of its corporate culture from the vague pursuit at the initial stage.
